    Bowman Cutter is an environmental economist who works on water and urban environmental issues. He has written on the environmental and financial costs of urban building regulation-focusing on parking requirements. In addition, he has examined cost-effective ways to comply with water quality regulation and capture stormwater runoff.

    Cutter has worked extensively with local governments and non-profits on environmental policy. He is currently working on a book on climate change adaptation in urban areas.
